手順書をどのように使うかのいい見本となるニュ－スがありました。
岐阜県中津川市で発生したリニア中央新幹線のトンネル工事の崩落事故。
JR東海は27日、事故原因と再発防止策を発表しました。
この事故の原因について
国のガイドラインを違反していないものの、
【施工会社による作業手順書の作成が不十分だったと発表しました】
具体的には、責任者の監視や指示がない中で
崩落した切羽の真下より手前に設けた立ち入り禁止範囲に作業員が入った
ことをあげていて、作業手順書に立ち入り禁止範囲や監視・指示の必要性などについて
記されていませんでした。
これを受け再発防止策として、施工会社は作業手順書を詳細に作成し、
作業員への周知の徹底を図るとしています。
また、JR東海は、安全対策について設立した安全推進協議会を介して、
他のトンネル工事の施工会社にも展開していくとしています。
